Abstract: | As a society, one of our greatest moral imperatives is to address the racial and economic inequalities in urban ghettoes. I outline three principles that we ought to follow for a just intervention. After reviewing strategies such as residential integration and egalitarian pluralism, I find that what satisfies these principles is not simply implementing strategies, but changing the scope of intervention, i.e., establishing formal metropolitan regional governance to facilitate progress. |
