Abstract: This study is made possible by a novel directory compiled by the CIA called “Chiefs of State and Cabinet Members of Foreign Governments.” This directory compiles every minister name of every country for the past 20 years, updated monthly. This paper examines whether minister changes could be used as a placeholder variable for stability. This paper then uses that placeholder variable to put some aspects of the resource curse to the test.
